STUDY OF URBAN ACCESIBILITY AND THE LEGISLATION IN FORCE

In the first part of this study, an analisis about the pedestrian lanes, crosswalks, etc. is carried out, showing different application procedures and calculation examples, as well as several designs, which can be solve most of the urban accessibility problems, which can be found in a city, according to a series of overall accessibility conditions, which are presented from a practical view, as a result from thirty years of professional experience.

The second part deals with the legislation in force in every Autonomous Community) (Last updated in 2000, January, 31st) in order to make the work of the tecnicians easier; notwithstanding, the Autonomous Communities should avoid the present situation in the referred legislation to do with accessibility, unifying criteria in order to carry out a substancial modification as their pedestrian lanes, crosswalks, etc. is concerned under a unique Norm which guarantees universal accessibility, in particular to people with reduced capacities, no matter their limitations and their permanent or temporal character of those.

1.- BACKGROUND

It is commented upon the present state of the pedestrian lanes, crosswalks, etc. which, in most living areas constitutes a negligent part of the infraestructures with ramps and strong protrusions, with numerous obstacles, such as trees, street lamps, mailboxes, paper bins, telephone booths, parking meters, etc., which take up the "circulation zone" and "waiting zone", so preventing its use by people with limited mobilitiy, etc.

2.- INTRODUCTION

A series of objectives is presented, aimed at making the pedestrian lanes, crosswalks, etc. more functional, offering in this way a good service to the users.

3.- ANALISIS OF PEDESTRIAN LANES, CROSSWALKS, AND SIDEWALK CORNERS

The pedestrian traffic is analysed in lanes, crosswalks and sidewalk corners taking into account the speed, intensity and densitiy as well as the user types, the "useful width" and the minimun space in the lane which allows two pedestrians to go side by side. It is also has a table with the different adjustment factors in relation to the width of the pedestrian lanes by the most usual permanent obstacles to be found in them.

4.-METHODOLOGY, APPLICATION PROCEDURES AND CALCULATION EXAMPLES

Different levels of service for the pedestrian traffic in lanes, crosswalks and sidewalk corners are established, being collected in tables which define intervals of surface per pedestrian, intensities and speed used to evaluate the traffic quality and also to determine the useful width required, in the case of sidewalks, crosswalks, occupation time in relation to the pedestrian crossing, etc. for a certain level of service.

5.- DESIGNS

DISEÑOSWith the different designs given, most cases to encountered in a city can be solved, improving the pedestrian movements and being able to access comfortably and with security the pedestrian lane in all its width.

6.- URBAN ACCESSIBILITY

It tries to guarantee under a series of overall conditions which are presented, the accessibility to the physical means in conditions trying to attain equality for every person, no matter her or his limitation and the permanent or temporal character of those.
The conditions to be met by joining ramps between roadway and sidewalk, are also established, the detection fringe for the blind, stairs, crossing, pavement, railings, car parks, etc.
